ComCare Short-to-Medium Term Assistance

ComCare is processed at Social Service Offices — for example SSO @ Tiong Bahru if you live in the area. Officers review household income, rent, utilities, and medical costs against programme guidelines before approving monthly cash or utility vouchers.

We clarify what counts as income: CPF top-ups from children, rental from a spare room, ad-hoc Grab earnings, and one-off gifts. Assistance periods are reviewed every few months; you must report new jobs or moved-out dependants promptly.

ComCash and urgent bills

ComCash covers sudden needs — SP Group disconnection notices, school fee arrears, or rent owed after job loss. SSOs still require three months of bank statements and proof of the crisis, but timelines are shorter than standard ComCare reviews.

Bring retrenchment letters, medical certificates for unable-to-work claims, or police reports where relevant. Missing one item often means a second trip and delayed payment.

School bursaries and MOE Financial Assistance

Primary and secondary schools run MOE Financial Assistance Scheme applications each term. Income figures must match what you declare to SSO if the same household receives ComCare — inconsistent numbers trigger delays at both agencies.

MediFund at hospitals

After MediShield Life and MediSave are applied, remaining hospital bills may go to MediFund. Medical social workers at the ward handle this — we explain what income proof they request and how to get referred from a polyclinic A&E visit if bills stack up.

  • Latest three months of bank statements — all accounts, including children’s savings if listed

  • Medical reports if claiming inability to work or exceptional healthcare costs
